Capital Buffs

Capital positions are temporary government titles that give individual players useful construction, research, gathering, production, or combat bonuses.

The important part is not simply getting a position. It is knowing which one to request, when to request it, and what must be started while the buff is active.

THE SYSTEM

What are Capital Buffs?

Temporary government positions

After the Capital government is established, eligible players can be assigned official positions. Each position carries a set of bonuses while that title is active.

These positions are useful because they can stack with many of the permanent bonuses you already have from research, alliance technology, heroes, cities, seasonal systems, and other progression sources.

They are a state resource

Capital positions are not useful only to the ruling alliance. States commonly rotate the development positions among players so many accounts can benefit from them.

Exactly who manages the positions and how long each assignment lasts can vary by state and by the current government setup.

Depending on game version and season, the screen may use language such as Capital, officials, government, ministries, or positions. The important screen is the one showing the state government titles and their active buffs.

STATE RULER // TEMPORARY POSITIONS

Conquest positions unlocked by taking another state's Capital

These positions are separate from the normal Capital rotation. They become available temporarily when your state conquers another state's Capital through State Ruler.

Temporary conquest government

These roles provide significantly stronger development or combat bonuses than the standard positions, but only exist while the conquest status is active.

Different from standard Capital buffs

Do not treat these as part of the normal everyday queue. They are conquest rewards tied to State Ruler and should be managed separately from the regular Capital position rotation.

ROTATION

How rotating Capital Buffs works

Apply

Choose the position that matches the action you are preparing to start.

Queue

Your state may use the automatic queue, manual assignments, or a leadership-managed rotation.

Prepare

Have resources, speedups, builders, research, or gathering marches ready before your window begins.

Activate

When the position reaches you, confirm the title/buff is active before starting the action.

Rotate

Short assignments can pass to the next player quickly, so do not spend the active window deciding what to do.

COMMON ROTATION MODEL

Ten-minute windows are common, but they are not a universal state rule.

Many states use the game's queue or leadership-managed rotation to move development positions from player to player in short windows. A 10-minute rotation is common in community practice, while some states assign longer windows or organize rotations by alliance. Follow your own state's posted procedure.

TIMING MATTERS

Construction and research are used differently

START

Use the speed bonus when the task begins

For Construction and Research positions, the percentage speed bonus is calculated when you start the building or technology. If the task was already running before you received the position, the speed percentage does not retroactively shorten it.

Example Get Minister of Construction → confirm the buff → start the HQ upgrade → the reduced build time remains after the position rotates to the next player.
FINISH

The free-completion bonus is separate

Construction and Research positions can also increase the amount of free completion time available while you are holding the title. That can be useful near the end of a task, even when the project was started earlier.

Advanced use For a major project, some players request the position once to start the task with the speed bonus and request it again near completion to use the additional free-time allowance.

BEST PRACTICE

Make the short window count

Know your target before applying. Do not enter the queue and then decide what to upgrade.

Have resources ready. Open chests, calculate shortages, and handle prerequisites before your turn.

Have speedups ready if you are finishing something. A short assignment window disappears quickly.

Coordinate with your state's system. Do not repeatedly reapply in a way that disrupts an established rotation.

Use Agriculture on farms too. Farm accounts can benefit from gathering and production buffs when the state queue allows it.

COMMON MISTAKE

Getting the buff after you already started the build does not give you the start-time speed reduction.

Wait until the Construction or Research title is active, then begin the task. This is the timing detail that causes the most confusion when players first start using Capital positions.
